I regret to state that work on the Law Courts is practically at a standstill, the difficulty being that the Contractor

is unable to pay the men's wages.

Nearly all the materials required for the completion of

the work are on the ground and it is only a question of providing the necessary labour to do the finishing off required and to fix them.

If such a course is possible, I recommend that the men be employed by Government and paid their wages weekly as is done in

the case of the Workshop. The Contractor is willing to agree to such

an arrangement and to assist as far as he can in carrying it out. It will be beneficial to continue to employ the same men as have hitherto been employed if they are willing to continue under the new arrange-

ment.

I do not wish to have recourse to taking the work out

of the Contractor's hands. I consider that he has done his best, but that the Contract has not been a profitable one. On completion of the work, if any sun is owing to the Contractor, I propose that it should

be paid to him.

My object now is to make such arrangements as to obtain the completion of thebuilding without inflicting a severe less either

on the Goverment or on the Contractor.

I submit that the matter be referred to the Crow

Solicitor ro advise whether such a course as I have indicated can be

arranged.
